I wouldnt see a problem with open to all the community but everyone knows this is not going to be the case if the Church overturns the previous rejection of planning permission. Their commitment to the community was amply demonstarated by their complete refusal to put forward anyone to meet or consult in the community. Stella Creasy herself expressed her own frustration at the church refusing her request to do so. So they seriously claim to be open to all the community but refuse to engage that community for their views? Also only a tiny area of the building would be open for community use. I don't see a problem with "open to all the community" - an assembly rooms or concert hall would also be good from my perspective - the cinema seems the most commercially viable option though.
